Before evaluating the chosen strategy options, all of the consequences of the strategy options on the objectives should be established (see Tool 6b) and a consequence table used to display the results. Once the consequences are well understood, the participants should be asked which strategy option they prefer and why (i.e., why the specific impacts on objectives of certain actions are relatively more important). New and better strategy options can then be developed based on value trade-offs between participants.
